The government has announced three days of mourning after a suicide bomber killed 13 soldiers on the outskirts of Benghazi, thought to be the first such attack since the 2011 revolution.

A Central Bank of Libya (CBL) official says it has repaid a $200m (LD250m) loan to Turkey and another worth $100m (LD125m) to Qatar, both of which were given to the National Transitional Council (NTC) during the revolution.

The government has asked the General National Congress (GNC) for a LD240m ($192m) allocation for the Benghazi Local Council, which is reportedly struggling to pay wages.

The Minister of Social Affairs and the head of the office for tracking stolen funds have both resigned, with the interim government announcing a temporary replacement for the ministerial role.

The Zliten Local Council has issued a statement saying it will suspend its work due to “interference from non-governmental [groups]”.

The General National Congress (GNC) says it has delayed making a decision on a government request, originally made in September, to transfer LD800m ($640m) to the Price Stabilisation Fund (PSF).

The head of the council has called for a strike to continue until all armed militias leave the capital.

Police and army personnel have been deployed at key points in the capital, as militias begin withdrawing from various locations.

A spokesman for the Cyrenaica Transitional Council (CTC) told the Libya Monitor that the group controlling oil ports - with whom it is no longer affiliated - does not have the ability to pump and sell crude.

Some 43 people were killed and at least 450 others wounded on Friday in the capital's single bloodiest day since the end of the 2011 conflict, with clashes also breaking out on 16 November.

The government has approved a decision to allocate LD20m ($16m) to the Misrata Local Council.

Prime minister Ali Zeidan says Libya will struggle to cover its budget expenditure from next month if disruption continues at oil fields and ports.
